The Best Answer
Sketchbook Pro is simply the best iPad drawing and painting app out there. It has the most brushes and has advanced features such as pressure sensitivity recognition in it's brushes, multitouch pan / zoom, creating up to 6 layers, easy photo importing, and exporting to psd. It's not the most intuitive interface, but it's the most professional drawing app with the most features for you to do whatever your heart desires.

I use Art Studio and I think it's the best app for painting and drawing, and much more intuitive and feature rich than SketchBook Pro and Brushes. It supports gaussian blur for godsakes! And you can export your file as a layered Photoshop .psd file. Nicely done!
You can create pretty stunning drawings with an app called Brushes. You can import any size photo and it supports multiple layers with opacity. It's the most professional drawing app I've ever seen on the iPad...
